The new policy focuses on "facilitation + precise supervision", integrates a number of regulations and adds digital declaration channels, greatly improving entry efficiency, and clarifying the declaration requirements for various items, providing clearer customs clearance guidelines for cross-border travelers.

Foreigners (including foreign border residents) intending to enter China.
Persons Exempt from Filling (No Need to Follow the Below Process)
Foreigners holding a valid Foreign Permanent Resident ID Card of the People's Republic of China;
Foreigners holding a valid Mainland Travel Permit for Hong Kong and Macao Residents (Non-Chinese);
Foreigners in direct transit within 24 hours who do not leave the restricted area of the port;
Members of foreign tourist groups entering Visa-Free or with group visas;
Foreign crew members, drivers, and other employees of transport vehicles;
Foreigners entering by cruise ship and returning with the original cruise;
Individuals eligible for the courteous treatment of centralized submission of entry and exit documents.
Specific Operation Steps
Step 1: Access the Declaration System
Open the designated official website: https://s.nia.gov.cn/ArrivalCardFillingPC/entry-registation-home
Step 2: Agree to Declaration Terms
After entering the system homepage, read the "Declaration Instructions". Confirm that you are not in the exempt group, then click the "I AGREE" button to enter the information filling page.
Step 3: Fill in Basic Information (Items marked with * are mandatory)
Personal Basic Information: Enter Last Name, First Name, Gender, and Date of Birth (format: Year/Month);
Nationality and Document Information: Select Country/Region of Citizenship, Type of ID Document (e.g., Ordinary Passport), and ID Number;
Entry Transportation Information: Select Entry Transportation Mode (e.g., Flight), enter Arrival Flight/Train/Vessel Number, City of Entry, and Port of Entry;
After completing the filling, click "Next" to proceed to the next step.
Step 4: Fill in Personal Information (Items marked with * are mandatory)
Optional: Enter Chinese Name (non-mandatory);
Mandatory Information: Select Country/Region of Birth (e.g., Malaysia (MYS) and specific region PULAU PINANG), enter Contact Number (including country code, e.g., +60), and Email;
Entry Eligibility Information: Select whether you hold a valid visa or other entry permit (e.g., No), and select Entry Policy Selection (e.g., Visa-free Entry);
After completing the filling, click "Next" to proceed to the next step.
Step 5: Fill in Travel Information (Items marked with * are mandatory)
Inviter Information: Select whether you have any inviting entities or inviters in China (e.g., No);
Departure Itinerary Information: Confirm if you have a Confirmed Departure Itinerary (e.g., Yes), enter Date of Departure (format: YYYYMMDD), select Transportation Mode for Departure (e.g., Flight), enter Departure Flight/Train/Vessel Number, City of Departure, and Port of Departure;
After completing the filling, click "Submit" to submit the declaration information.
Step 6: Obtain Declaration Receipt and QR Code
After successful submission, the system will generate the "Entry Declaration Receipt for Foreigner". You can save it in the following ways:
Click "Download to Local" to download to your local device;
Click "Send to Email" to send it to your reserved email address;
Be sure to save the QR code in the receipt and do not delete or lose it.
Step 7: Customs Clearance
When entering China, present the saved QR code to the customs staff, cooperate with them for scanning and verification, and complete the express customs clearance process.
