What are layovers?
I am considering this route: Dubai -> Hong Kong (3 hour layover, not entering HK) -> Beijing (stay a few days) -> Hong Kong (stay a few days) Is this permitted because even though I’m entering on a flight from HK, I didn’t enter HK and was just transiting on the way from Dubai? Or does it not work because the flights are still HK -> Beijing -> HK?

John, the core requirement of China's 240-hour visa-free transit policy is as follows: The immediate entry and exit points to/from mainland China (regardless of transportation mode) must be located in two different countries or eligible administrative regions (eligible regions include Hong Kong, Macau, and Taiwan). Upon review, your current itinerary does not meet the requirements because both your entry and exit points are in Hong Kong, which is considered a round trip rather than a valid transit. To ensure compliance with the policy, we recommend maintaining your existing Stockholm-to-Beijing segment. Upon arrival in Beijing, take a direct flight to Macau. From Macau, you may proceed to Hong Kong via land or sea transportation. This adjustment will ensure your itinerary meets the critical requirement of "two different administrative regions." The above plan preserves your original intention to visit mainland China while fulfilling the transit requirements through Macau, an eligible third location. We hope this suggestion effectively addresses your itinerary compliance concerns.
