As a Turkish citizen, if I come to Shanghai and go through passport control and leave Shanghai after 22 hours with a non-connecting flight of another airline, can I benefit from 24-hour visa-free travel?

Yes, the airline doesn’t matter—as long as you have the onward flight ticket ready when landing in China.
