Can someone please explain more on Nanjing Sightseeing bus & special bus?

I don't understand the cost mentioned for single trip in the sightseeing & special bus section. What is the difference between the two buses? Also, do I have to pay 10 CNY everytime I hop on & off from stop to stop? Thank you.
